Our soak testing setup so far has been written to prove out the concept. We know that we can drive load on vector more aggressively. This relates to #7975 as our current setup starves vector for resources compared to the load generators but is not blocked by it. It's sufficient to statically configure higher load for now, though a setup that automatically scaled up would be a neat trick.
