Summary

Related to #1659 and the proposal in #1799. This is PR 8 in replacement stack #1866, stacked on #1862.

Behind experimental.instrumentationProviders, this atomically exposes the final agent/instrumentation/ layout and runtime: file-derived slots, branded provider and OpenTelemetry declarations, durable handler state, complete setup context including local eval identity, and coordinated finalization, flush, and shutdown. Local traces and production Agent Runs remain overrideable reserved destinations, while the AI SDK bridge composes with all registered integrations.

The legacy instrumentation.ts layout remains available when the flag is off; mixing layouts is a build error. Provider-level capture follows in #1864 and documentation in #1865.
