Hard coded boundaries

Will consist of line segments (not planes)

• Box-out mount royal
• Segments that follow bodies of water
• Segments that follow specific stretches of highway (those with low overpass)

Clustering logic that takes into account these boundaries

• Current plan is to add the hard-coded boundaries to supercluster's clustering implementation (only 400 lines that need to be adapted).
