build for debian-bookworm_armv8(_rock5) for commit f6f31b0

This release is to save the binary!

Build is originally for Rock5 (Debian bookworm armv8 [aarch64]), but may be used with other armv8 SBCs.
(not tested)

Because just having modified the build related scripts, no HW accelerator can be used.

To build, it is needed to borrow webrtc.[hoge].tar.gz from raspberry-pi-os version because shiguredo does not host bookworm build.
(and to prevent rm webrtc.tar.gz in buildbase, some lines related to rm (delete) should be commented out)
