Names and levels
Names are separate from bars: an actor can have a name with no bar, or a bar with no name. NPC options live in NPC Bar — Info, other players' in Other Player Bar — Info, and the two colouring switches in Behavior & Hotkeys.

Color Combat Levels tints the level itself by how far it is from your own, on the game's red through yellow to green scale. It needs a combat level to be showing.
Color Names By Level takes that same colour and applies it to the name, replacing Name Color. It is off by default.
Friends win over both: with Highlight Friends on, a friend's name is always the friend colour.
A blacklisted NPC gets no bar and no name. A blacklisted player gets neither, and keeps the client's own overheads rather than the plugin's redraw.
Matching is case insensitive and covers the whole name, so goblin hides Goblin but not Goblin
Champion. Use goblin* for both.
