ULTRA Parts + Seattle combine; the build bar no longer looks frozen

• Mods that add vehicle parts combine now. ULTRA Parts and Seattle both change the garage's part lists: ULTRA adds its seven parts, Seattle sets every part to 9999. Building an edition with both stopped with "These mods change the same things". The lists are now merged part by part, so an edition gets ULTRA's parts with Seattle's counts. The same goes for other mods that add parts. Tested with a 17-mod Seattle edition (ULTRA Parts, Character Select, Co-op and 14 tweaks): it builds and loads into Seattle.
• The build bar goes away when an edition is done or fails. A failed build left the bar half full under the message, so it looked frozen.
