It's not clear how to run the built-in `VS Code.exe`

Unzipping or extracting the latest WinPython will produce WinPython Command Prompt.exe, WinPython Control Panel.exe, Spyder.exe, etc, but VS Code.exe as well. Unfortunately, I cannot find the way how to make that VS Code.exe works. Double clicking it won't open anything.

Do we need to install vs-code separately to the system?
