Adjust ripple effect area in `WCMaterialOutlinedSpinnerView`

Able to reproduce when going to add the shipping address for an order. It does look weird as it is.

@wzieba it looks like this is actually happening on every screen with a dropdown. Seems to be part of how we're applying the Material theme throughout the app. I could still try to fix it but it seems risky. Or at least, I'm not sure where to begin. Do you have any thoughts?

free plan on WordPress.com doesn't include the WooCommerce plugin, which the app relies on. If you don't have a site with WooCommerce installed, you can use the https://jurassic.ninja/ service. This service allows you to create a temporary test site which will be automatically removed after 24 hours. Make sure to select WooCommerce under the See more options buttons. I hope this helps.
