1.3.1 — Reliable progress cleanup across restarts

Temporary Telegram messages now clean up consistently after a turn, including across restarts.

• Track automatic context-compaction notices under the existing progress deletion policy.
• Persist message IDs per logical turn, and restore them after bot/worker restarts and worker retries.
• Clean up old progress after completed-result replay, already-delivered result recovery, and session-log backfill.
• Retain temporary deletion failures for retry on recovery/startup. Keep always, on_success, and never behavior and isolate cleanup by turn and topic.
• Preserve final answers and unrelated messages.

IDs never recorded before this patch cannot be reconstructed. Telegram's deletion limit also prevents deleting messages older than 48 hours.

This patch includes the account features from 1.3.0, inspired by artickc/Grok Telegram Bot.

Validation: 575 tests passed locally, no failures; one existing Node 26 multipart test is skipped there and passed separately on Node 24. Dependency audit found 0 vulnerabilities. Changes were cherry-picked into the public branch with public dependencies and CI configuration preserved.
