The safe path is: composite prototype → governed pilot → private encrypted service layer → controlled interoperability → measured expansion.
Each gate requires community advisory review, privacy/security assessment, accessibility testing, provider agreements, incident response, retention rules, and a clear rollback plan. See the full roadmap.
