Fix "double free" bug in WSL2 with newer NVIDIA drivers

Restricting the installation to only the tensorflow-cpu version, without installing tensorflow's GPU version, solved the double free problem in WSL2 with newer NVIDIA drivers.
限定仅仅安装tensorflow-cpu版本，不安装tensorflow的gpu版本。就解决了win11的wsl2下面运行slices出现的double free问题。
