It will always be enabled in still picture mode.
Tested on nyan.y4m only. Running on AWCY here, there is on average a small improvement in BD-rate, though there is some added overhead from coding palette mode info. AWCY is not yet updated to detect desyncs, but if tests pass I assume all is well.
