This release is an effort to simplify and document the build process of clpAPI on all supported platforms. The package can now be built for Windows without relying on outside libraries; the COIN-OR Clp library and its dependencies are automatically built when the clpAPI extension is built. The COIN-OR Clp library and dependencies, however, must still be present on the target system in Linux and macOS.

Some small code changes were necessary to support Clp 1.17 and higher, but support for earlier versions of Clp remains. The Windows build will always use the latest Clp master branch for builds as a release incorporating modern fixes to the COIN-OR Clp build scripts has not come out as of this release.

This release also incorporates a number of commits that focus on automating package checks and Windows binary builds using Github Actions. The associated Windows binary package was built via this method.
