Update Share/HaC5.5 with all mods from HaC5.5_September5/.
Branch from trunk@5.6++ . This first draft implements CABLE-HAC5.5 on top of 5.6. In the first instance we will include 99% of these regardless of how appropriate they are so as to verify working at 5.6.

This hardwires latitude for Loobos and MUST be addressed
Included mod from UM8.5 which modifies parametrized air temperature below which precipitation is assumed to be snow.
Modified timstep model driver. This is analogous to our "cbm" routine. Here we have started declaring or mostly using data to pass. However perhaps it is more pertinent to do this from jules.F90 to maintain scope/longevity of the automatic vars. There is also a fudged call to use CABLE zenith angle which can probably be relaxed.
Modified branching points to CABLE via LSM_id=2
