Changes in Rad/Albedo pathway

These changes reproduce the trunk as indicated in the extensive testing shown through #224 and #226. NB: There are in general zero changes to the science employed and where there are minor science changes these have been discussed at length. The code has merely been organized, data usage has been much simplified by eliminating types and explicitly only carrying/passing what is actually needed and variable names changed to be meaningful. Further note this has also been verified in offline applications.

The code shown herein does not include argument lists or headers. Inline comments are separated into grey-ish boxes. Otherwise this is exactly the same code.
