"Stops the shockwave" means the block has a blast resistance of 600 or more. See Nuclear Explosions for how bunkers work and Radiation and Fallout for shielding.
- Use reinforced concrete for the outer walls and roof. That stops the shockwave.
- Put a layer of lead bricks on the inside. That keeps the radiation out afterwards.
- Lead glass or armored glass for windows, depending on whether you care more about radiation or the blast.
- A Bunker Door with a Keycard Reader next to it keeps other players out. See Communication and Security.
- Build it outside the crater radius. Nothing survives inside the crater.
