Confusing Info Alert on Registration Template

Description

If a person does not have Edit permission on a Registration Template (either on the Template itself or on the Category), then they see an alert message that just says "Information".

Actual Behavior

User sees alert message that just says "Information".

Expected Behavior

I am assuming the user should not see an alert message at all.

Steps to Reproduce

• Ensure there is a registration template that the RSR - Staff Workers Role does not have Edit permission for.
• Log in as a staff member with this role.
• Navigate to the Registration Template.
• See alert.

• Perform a search on the Github Issues to see if your bug is already reported.
• Reproduced the problem on a fresh install or on the demo site.
