Note: Renamed from ecen_master to atmos_ens_recenter_master in v17.
EnKF recentering (ECEN) — recenters ensemble member analysis increments around the high-resolution deterministic analysis. Per-group _master template. Calls a recentering J-Job.
Recenters the ensemble mean analysis to match the deterministic (higher-resolution) GSI analysis, maintaining ensemble spread while improving the mean state. Critical for hybrid-EnVar DA performance.
