Verdict: admit display policy only. 6.3.0 placement: default depth change + named peak-grade projection.

Admitted changes

1. Atomic, facade, and REST default levels become 2. Explicit levels=3 or 4 remain legal. Maximum stays 4.
2. Three-grade peak overlay is a projection of existing Fortune-relative place: angular → peak, succedent → intermediate, cadent → low. is_peak_period (angular 1/4/7/10) stays the compatibility boolean.
3. Dual ZR and L3/L4 display are revival flags, default off / depth 2.
