LEMS complements existing technologies such as X-Road, APEX and CloudEvents. It does not replace them.

LEMS is not a central platform, citizen database, identity monopoly or legal decision engine. Domain data remains with its responsible custodian. LEMS standardizes only the minimal, verified state change.
