Localize the global Issues board

Summary

• localize the global Issues page, status groups, automation health, cadence, priorities, and row metadata in all four UI locales
• preserve user-authored issue content and backend diagnostics verbatim while localizing surrounding product chrome
• add localized accessible names for priority indicators, status toggles, duplicate warnings, and workspace/assignee metadata
• add focused board and page regression coverage for the Simplified Chinese surface

Evidence

A real Simplified Chinese Demo walkthrough showed the Issues navigation item opening a board whose title, status groups, health states, schedule labels, and accessibility metadata were still English. The same route now renders localized chrome without changing issue-authored titles or server-provided health explanations.
