Significant Changes from 7.4.8

• Zabbix Ubuntu Docker v7.4.10 is now built with 26.04 (Resolute Raccoon). Ubuntu 26.04 comes with native Postgres-client17 support in the Launchpad repositories so I have reverted all my prior changes using Ubuntu 25.04/25.10. Zabbix Ubuntu 7.4.10 also comes with php-fpm 8.5 native in the Launchpad repository so I have updated the docker files in accordance with native Zabbix upstream.

• Upstream zabbix docker has moved to a github-actions style build structure where all the templates and scripts are consolidated into a parent folder instead of broken out under each application/distro. However, the github-actions build structure is coded towards using github native runners. I have adapted the github workflow actions to run locally via nektos/act.

- images_build_act.yml is the adapted file while the standard images_build.yml is untouched
- cosign uses a locally generated key 
- attest has been removed since it is not compatible with running nektos/act locally

Significant Changes
The following still applies to 7.4.5 since the zabbix version is still based on 24.04 (noble) instead of 25.04 (plucky). Zabbix 7.2.11 docker files for Ubuntu have added postgresql-client-17 repository from the postgresql official website. This was eventually implemented since Ubuntu 24.04 does not have postgresql-client-17 in the default Launchpad repositories but Zabbix 7.2.X supports version 17.

As of 7.2.5 I added native postgresql-client-17 support in the Ubuntu version by updating the build from to 25.04 (plucky) from 24.04 (noble). I have not reverted those changes and subsequently have omitted the postgresql-client-17 repository install from the 7.2.11 version in this specific repository. There were numerous other updates I had to make 25.04 compatible with Zabbix Docker 7.2.X namely in the web-nginix-pgsql application. I will likely not invert this in the future and will rely on official Zabbix Docker updating the build from.

Significant Changes
The following still applies to 7.4.4 since the zabbix version is still based on 24.04 (noble) instead of 25.04 (plucky).
