Power Block Dissolution

Dissolves/disbands the specified power bloc. One of the few times can_lead_power_bloc is evaluated is when the country's rank (or maybe just country type?) changes. Vanilla uses this to kick the Ottomans out of the leader spot for their bloc. This is used here to force the specified bloc to dissolve.
