Rename blockStatesEnabled setting to blockStatesEditingEnabled

What?

A quick follow-up to:

• Add opt-out for block style state controls #80956
• Add a blockStatesEnabled editor setting to hide the block-level states control #80850

Rename the newly introduced blockStatesEnabled editor setting to blockStatesEditingEnabled.

Why?

As @t-hamano flagged in #80956 (comment), this setting controls the availability of the UI, not the output of styles. When the responsiveEditingEnabled setting was added, the editing prefix was used to make this distinction. This PR ensures that the block states setting uses the same naming for consistency, and to flag that this control is about the editing of states, not the output of states styles.

How?

A simple rename of the setting across the affected files.

Testing Instructions

Basically the same testing instructions as #80956, but use a filter like the following to toggle the block states controls:

			$settings['blockStatesEditingEnabled'] = false;
			return $settings;

);

To test:

• If you haven't set this setting to false, then the Button block should allow a settings dropdown to select Hover state etc at both the block level and in global styles
• If you have set this setting to false, then the Button block should hide the settings dropdown to select Hover state etc
