Maintenance release

Routine dependency and tooling updates — no user-facing behavior changes.

⬆️ Dependencies & tooling

  • redis 7.2.0 → 7.4.1. Held at 7.x on purpose: redis-py 8.x is incompatible with Flask-Limiter 4.1.1's redis extra (via limits[redis]) and would silently downgrade the redis-backed rate limiter.
  • ruff 0.15.20 → 0.15.22 and ty 0.0.56 → 0.0.61 (dev linter / type-checker).
  • CI: actions/setup-python 6 → 7.

Merges dependabot #220, #221, #222. The redis 8.x bump (#206) is intentionally held back to keep Flask-Limiter 4.1.1 and its rate-limiter extra intact.
