Maintenance — dependency and toolchain updates

No user-facing changes; this release rolls up the dependency bumps merged since
3.7.8 and the two lint fixes they required.

Dependencies

• Runtime: numpy 2.5.1 → 2.5.2, pygments 2.20.0 → 2.21.0, markdown 3.10.2 →
  3.10.3, gunicorn 26.0.0 → 26.1.0.
• Tooling: ruff 0.15.22 → 0.16.4, ty 0.0.61 → 0.0.74, pre-commit 4.6.0 → 4.6.2.

Linting

• The tree is clean and formatted under ruff 0.16, which moved its rule set
  after 0.15.
• ty's redundant-cast is no longer fatal. The to_ihdr_bytes cast is required
  under some interpreter/stub combinations and reported as redundant under
  others, so the cast stays and the report is downgraded.
