[user_accounts] Widgets not describe in test plan or README

The user accounts module registers widgets on the dashboard, but the test plan does not describe how to test it and the README doesn't describe the interaction. (The test plan can probably be moved from the dashboard test plan which was written before the dashboard was modularized.)
