What does this PR (Pull Request) do?

This PR is a replacement for PR #4110 and #4109. I just bumps the version of the Jackson libraries to the latest compatible versions.

This is a simple update to the version of the Jackson dependencies responsible for parsing JSON data. It has no effect on documentation.
