Local files are not supported on iOS, and Action Extension is not triggered

Description

html files from files.app are not openable in Brave. There is no Brave on Share sheet either. Setting a default browser also doesn't do anything.

Microsoft Edge supports this functionality on iOS. Brave, Firefox, Safari etc don't.

Steps to reproduce

1. Create file.html in files.app.
2. Open it.
3. Try to open it in Brave. There is no way

This is similar to #38774

Very problematic for my needs.
Also : good to know Edge can. This means it is possible on iOS.
