Please add missing hyperlink to a service instance dashboard

The old Stratos provided a hyperlink to the dashboard of the service instance:

The new Stratos does not provide such a hyperlink:

We have developers complaining about that missing link, it would be nice if it could be provided.

Analyzed the issue, and we are restoring the dashboard URL.

Restored. The dashboard link got dropped in the Angular signal-list migration — the old UI had it on the service instance card and table, and rebuilding the lists lost it.

Managed instances whose broker advertises a dashboard_url now show a "View" link (opens in a new tab) on the service instance lists; instances without one show "None". Fix is in #5491 and this issue will close when it merges.
