Common Toolkit is a rewrite/port of Placebo by Shadows_of_Fire (Brennan Ward), released under the MIT License. The mod id, Java package, main class, assets and API surface were changed; substantial parts of the underlying logic were carried over and adapted. Mods written for the original Placebo API do not work with Common Toolkit. The Patreon-gated cosmetic system of the original (wings and trails) was intentionally removed.
The com.skd.commontoolkit.config package derives from Minecraft Forge's legacy configuration code, licensed under the GNU LGPL v2.1.
Common Toolkit is distributed under the GNU LGPL v2.1 or later (because of the Forge-derived config code). The Placebo-derived remainder is also available under the MIT License.

Both files are included in every JAR, and a -sources.jar is published with every release. The source of every build is public at codex-skd/common-toolkit, one branch per Minecraft and NeoForge version (see Home).
