             1: Early Engagement

             This phase is the start of the process and an important preparatory phase for meaningful conversations among
             EA participants for early identification of potential key issues, and how those issues will be addressed.

             2: Readiness Decision

             The EAO seeks consensus with participating Indigenous nations before making a recommendation regarding
             the readiness decision and provides an opportunity for expression of consent for termination or exemption
             decisions. If consensus is not reached, a pending decision may be referred to dispute resolution.
