If you are asking me which one is best, i cannot answer that for you.

Each method has its own advantages

Traditional

Traditional connects you directly to the paper, there are no crashes, no updates just ink, sweat and paper!

This method has one disadvantage tho, inking is high commitment process when using this method. Mistakes are hard and sometimes impossible to fix, but that can also give it character!

Digital

While you have access to the wide variety of digital tools, it also has some disadvantages. Even the best drawing tablets don't feel the way the pen and paper does, there is always this disconnect between pen and the screen, and it never feels 100% right. But one can get used to that feeling and 99.9% is good enough right :D

Hybrid

This one merges both You could for instance draw sketch with Traditional tools, and then scan/take a picture of your sketch and ink digitally.

This reward you in two ways, you get that connection with the paper, and also, you are able to use the digital tools and advantages at the inking stage which is often most risky.

I use this method, but it is up to you to choose which one you want.
