fix(issue-triage): remove misleading RO labeling claim

This PR fixes the two read-only issue-triage text mismatches reported in #880.

What changed

1. claude-workflows/issue-triage/ro/action.yml

   • Updated action description from:
     • "Automatically triage and label new issues using Claude (read-only investigation)"
   • To:
     • "Automatically triage new issues using Claude (read-only investigation)"

2. claude-workflows/issue-triage/ro/README.md

   • Updated opening line from:
     • "Automatically triage and label new issues with read-only investigation capabilities."
   • To:
     • "Automatically triage new issues with read-only investigation capabilities."

Note on the remaining item from #880

Issue #880 also requests a typo fix in .github/workflows/gh-aw-mention-in-issue.md (instructred → instructed).

Per repository workflow-editing guardrails for files under .github/workflows/, I have not included that change in this PR and it needs to be applied by a maintainer in a separate workflow-file update.

Partially addresses #880.
