Archive (ignore) issue options are unavailable on mobile/smaller browser windows

Steps to Reproduce

Description:
On-screen screen sizes with a width smaller than 765px the archive options can not be accessed when clicked.

Steps:

1. Navigate to a Sentry issue
2. From the developer console -> reduce the screen width size to 765px or below
3. Attempot to ignore/archive issue:
   

Expected Result

Option to archive issue on all screen sizes
