DR: Clarifying input restrictions for optional TDM Plan fields

Problem Statement

Determine whether the optional fields on the Create TDM Plan page should have a restriction: numeric only, alphanumeric, a specific mask (such as with or AIN/APN), etc.

Potential Solution

Create constraints for the optional fields.

Feasibility Determination

Stakeholders gave feedback that they would not like to impose any constraints on fields on page 1 of the calculator, except for the Assessor's Identification Number (AIN/APN). This was implemented correctly at the time, so no changes needed to be made.
