This major release introduces a new endpoint:

• /extended/v3/staking/cycles/:cycle_number - get staking summary for PoX cycle (#2678)

It also removes obsolete microblock support completely and adds bug fixes for URL param length, PoX cycle treatment, serialized post conditions, etc. and updates some dependencies. An automatic DB migration will run to service a few of these fixes. Estimated migration downtime: 0-2 minutes.
