Rewrite Client Portal Registration page as plain feature documentation Removes issue/PR number references and development-narrative framing (phase-by-phase 'additions', 'available now' labels, 'tracked in #X' sentences) throughout. Condenses the developer section into a compact architecture reference instead of a build history.

Only #22371 (landing page / default institution / DDL regen) remains.

Document Client Portal login and password reset (issue #22370) Adds the Login and Password Reset section covering the phone-or-email + password login flow and the phone-OTP password reset flow, with screenshots (redacted of real patient data). Notes that password reset by email is intentionally not yet available, pending the email-OTP registration channel (#22368).
