Description

A user can submit an EscrowLock transition to off-chain API to start an escrow withdrawal. The node treats that request as successful locally before the corresponding on-chain initiation has been accepted. After validating the state, the handler creates an escrow channel record, queues the blockchain action, and stores the submitted state as the latest signed state.
However, the local validation used for that step is weaker than the contract logic. Off-chain, EscrowLock is accepted by executing ApplyEscrowLockTransition, which only builds the escrow ledger.

It never checks whether the user actually has enough home-side allocation to support the withdrawal, and it never enforces that the home-side node allocation is zero.
