Description
The Go EVM client rejects valid escrow withdrawal finalize states before submitting them on-chain. In FinalizeEscrowWithdrawal, the client checks for the wrong intent and accepts only INTENT_INITIATE_ESCROW_WITHDRAWAL instead of the finalize intent.
