- Revert the revert: Revert "Manual chery-pick: [OTBN] Integrate compression option for imem and dmem" #30536, i.e., reapply Manual chery-pick: [OTBN] Integrate compression option for imem and dmem #30472
- Flag the OTBN binary as ET_REL instead of ET_EXEC such that it compiles with newer LLVM versions

Update the ELF header of the uncompressed OTBN ELF to ET_REL (relocatable file). Before this change it was flagged as ET_EXEC (executable file), however, the otbn binary still has to be linked to the final application. Signed-off-by: Siemen Dhooghe <sdhooghe@google.com>
