Rebase to upstream ~ 0.26.0 with:

  1. patches to facilitate airgapped builds,
  2. a patch to provide a workaround to lowRISC/opentitan#12448

With (2) above, if you see the error :

= note: collect2: fatal error: cannot find 'ld'
          compilation terminated.

you can add the build flag --@rules_rust//:extra_rustc_toolchain_dirs=/path/to/somewhere/else to your .bazelrc file to specify a different location on your system where host toolchain tools may be found.

Add missing rust-src SHAs.

This adds missing known SHAs for the rust-src download so it can be cached
in the repository cache and used in an airgapped environment.

Additionally, this fixes a bug in the `load_rust_src` macro that was not
using the correct key to lookup the known SHA for the `rust-src` tarball
download.

This will enable the use of rust-analyzer in an airgapped environment.

Enable specifying LD_LIBRARY_PATH for `libstdc++.so`.

Bindgen depends on `libclang` which depends on `libstdc++`. On Linux
systems, `rules_rust` uses the system-installed `libstdc++`. However,
this is an issue on outdated systems that have versions of `libstdc++`
that are tool old for Bindgen to use.

This is overcome by building a newer version of `libstdc++` shared
library on said systems, and updating `rules_rust` to enable specifying
`LD_LIBRARY_PATH` when a configuration setting is matched.

fix-bindgen-compiler-includes-20221018_01

add missing include directory for bindgen's clang

Bindgen uses clang to preprocess, parse and type check C/C++ header
files (https://rust-lang.github.io/rust-bindgen/requirements.html).
To ensure hermiticity, rules_rust dowloads a prebuilt clang binary and
registers it as a custom toolchain for invoking bindgen. However, it
fails to register the toolchain provided include directory.

This was causing errors on systems that did not have clang installed.
This patches rules_rust to register this include path.

sha-retrieval-bugfix-20221006_01: Fix bug in SHA retrieval in `load_arbitrary_rule`

The incorrect tool path string was being used to check the known SHAs
dictionary for nightly built tools. This was causing said tools to not
be cached in the repository cache, breaking airgapped build environments.
