Rebase to upstream ~ 0.26.0 with:

1. patches to facilitate airgapped builds,
2. a patch to provide a workaround to lowRISC/opentitan#12448

With (2) above, if you see the error :

= note: collect2: fatal error: cannot find 'ld'
          compilation terminated.

you can add the build flag --@rules_rust//:extra_rustc_toolchain_dirs=/path/to/somewhere/else to your .bazelrc file to specify a different location on your system where host toolchain tools may be found.
