docs: add v3.0.43 entry to BugsFixedInVersions.md

Summary

Appends the v3.0.43 section to BugsFixedInVersions.md, following the same style, categorization, and per-entry line length as the existing entries. Nine mlpstorage-level fixes landed in this release (July 12 – 15, 2026); the DLIO pin and s3dlio floor did not move.
