Adding a Special Column to Star Map

Similar to the 12th Column for Planets, a special column for the Starmap X: 6, Y: (-5 to +5)

I see these special zones for a few purposes. Unreachable via normal travel. AI Capitols perhaps that just direct. A Timeout Zone for empires on long leaves, or ones that are taking an enforced break. A anything goes zone: Unrestricted warfare inside with no help from outside. Tournaments?
