Setup Lacuna Expanse Corp to buy

Have LEC purchase items put up for sale on the SST. If trade is offered by a new (younger empire) that has completed the tutorial, then won't be very picky about prices.

If it doesn't fall under that category, buy reasonable sales. (Halls at less than .1e perhaps)

Will examine this during the DeLambert modifications. (Since they also buy trades)
