Directory structure on PT server

To support the reboot code, the PT server has had it's data directory reorganised. The server now has the ability to run both the legacy version of TLE and the reboot version.

The URL for the legacy version of TLE is at http://pt.lacunaexpanse.com

The URL for the reboot version is at http://prime.lacunaexpanse.com

The directory structure is as follows.
