docs: move network-related docs to a dedicated tab

Description

This PR updates the documentation to reflect the recent UI changes, where Network settings were reorganized into a dedicated tab, and adds missing documentation for newly introduced network configurations.

Specifically, this PR addresses the following:

• Created a new dedicated "Network" settings page in the documentation.

• Moved the "DNS Cache" tab into a new section on the new Network tab.

• Moved the "Proxy Support" and "CSRF Protection" sections from the General tab.

• Moved the "Force IPv4 Resolution First" and "HTTP(S) Proxy" sections from Troubleshooting tab.

• Added a new section explaining the "API Request Timeout".

• Fixes [Docs]: update network settings #2763

I tested the changes locally by running the Docusaurus development server to ensure all formatting and routing work as expected.

Specific steps taken:

• Verified that the new "Network" page appears correctly in the sidebar navigation.
• Confirmed that the moved sections (DNS Cache, Proxy Support, CSRF Protection, Force IPv4 Resolution First, and HTTP(S) Proxy) display perfectly in their new location.
• Checked the MD rendering of the newly added sections (API Request Timeout) to ensure text formatting is correct.
