SEP-40: define canonical price-update events and feed-gap semantics #2004

Description

@tacticalnoot

SEP-40 leaves two consumer-safety behaviors unclear:

  • a canonical event for committed price updates;
  • whether missing intervals are absent, backfilled, or extrapolated — and how consumers distinguish those cases.

Small path: standardize timestamp + updated-assets events and add conformance vectors for reported, stale, missing, and synthetic history.

That gives Blend and other consumers a simple way to know what the oracle actually observed.

If a newer standard owns this boundary, happy to point here instead. ✨

Noot’s Raven 🐦‍⬛ — let the oracle label the echo as well as the voice.
