EC2 OS reinstall CLI — replace the root EBS volume on a running instance without terminating it. Preserves instance ID, Elastic IP, ENI, IAM role, tags, security groups, and all data volumes. Idempotent 9-step state machine with dry-run, resume, and pre-reinstall safety snapshots.
